FreeState Electric Cooperative by-laws state that the cooperative shall hold an annual meeting of members. The purpose of this meeting is to elect trustees, hearing and passing upon reports of the previous fiscal year and transacting of other business that may properly come before the meeting.

All members receive information about the annual meeting in Kansas Country Living, The Signal e-newsletter, and monthly billing statements.

The 2022 meeting will be held in person on Tuesday, April 26 at FreeState's Topeka office.

FreeState’s Annual Meeting is one of the many benefits of being a member of our electric cooperative. The meeting, held each year, offers members the opportunity to meet the elected trustees, the executive management team and other co-op staff. Members can hear a State-of-the-Cooperative report from the CEO, choose and hear from trustees directly, and attend to any business that may come before the membership.

FreeState practices at-large elections. All members vote for trustees in all districts.

Each year there are three trustees up for election of a three-year term. 

Proxy voting allows any member who cannot attend the annual meeting to designate another person to vote in his or her place. On the proxy, members can assign their vote to an individual.  Proxies are counted together with registrations made at the Annual Meeting to ensure at least quorum is present in person or represented by proxy.

To vote by proxy, complete the proxy form and send it to the annual meeting with the individual assigned to vote on your behalf. Proxies must be hand-delivered to the annual meeting.
